The shooter, and male loner with psychological issues, was an MKultra style operative put into motion to create a story to distract us from the bird situation.</p><p> Is an "out there" theory at which many would roll their eyes? Yes. Still, MKultra was confirmed to have existed(as well as the proposed Operation Northwoods) .Sort of makes you wonder.
