In his typical baby talk, he first
- semi-acknowledges Russia meddled still refusing to definitively say that they did,
- instantly tempers it with his lame 'it could have been others' (which is a lie)
- attacks Obama for not doing anything about it (conveniently omitting that he hasn't done anything about it either, on the contrary he has quietly tried to lift the sanctions Obama instated)
- claims Obama thought Hillary would win (irrelevant, he or Hillary would've ultimately dealt with Putin and it doesn't help Trump's position in this at all)
- attacks the work of his own intel agencies (imagine Reagan mocking the CIA while meeting with Gorbachev)
- repeats half of the above, to keep driving his vapid "...but Obama..." excuse.
It all makes no sense, but Trump's white trash supporters are too dumb and unwilling to see the contradictions in his points: Russia may have meddled, so Obama should've done something about it; but it could've been others, which is why he won't accuse Russia or do anything about it.
As Scarborough put it - it's nothing short of disgusting.
