The gap between seasons 9 and 10

was there a longer gap than usual between the making of seasons 9 and 10 (dvds)

Priscilla Presleys hair has grown by about 4 inches between Blast From The Past and Return To Camelot.

infact all the ladies hair styles are radically different

I don't think so - the season finale was in mid-May and it premiered at the end of September as previous seasons; I think it's more down to the changing fashion in women's hairstyles at that point. I'd imagine it was the usual thing where it was filmed at the end of March/start of April and then starting up again in mid-July/early August at the latest.

You'd be surprised at how much those 80s perms made women's hair look shorter than they were.
